
PROBLEM STATEMENT
The problem
During emergencies, households often face severe financial challenges, exacerbating their vulnerability. Municipal governments have a critical role in bolstering financial stability among residents, but without the right tools and strategies, they may struggle to provide effective support.
Many municipal governments lack the infrastructure and procedures necessary to incorporate financial empowerment effectively into their emergency response strategies. This gap means that financial stability resources are not optimally utilized during crises, leading to missed opportunities for supporting affected households.
CFE (Cities for Financial Empowerment) is an organization dedicated to advancing financial empowerment initiatives at the municipal level. It focuses on helping cities and local governments develop and implement strategies that improve the financial stability and well-being of their residents. CFE seeks to partner with the National Center for Disaster Preparedness (NCDP) to develop a comprehensive training program aimed at five municipal governments. The goal of this initiative is to integrate financial empowerment resources into local emergency response procedures.
Gaps in existing solutions
The challenge in developing a comprehensive training program for integrating financial empowerment resources into local emergency response procedures lies in addressing the diverse backgrounds and needs of the participants, as well as the varying capacities and approaches of different local governments.
Participants from the municipal governments come with a wide range of prior knowledge and experience related to financial empowerment. Some may have extensive backgrounds in financial management and community support programs, while others might have limited exposure to these concepts.
Each local government has its own set of infrastructure, resources, and operational procedures. This means that the way they integrate financial empowerment resources into their emergency response processes will differ based on their existing systems and capabilities.
My approach
To address the challenge of varying levels of prior knowledge and diverse local government needs, I reframed the training program as a peer-learning session. This approach was designed to enhance participant engagement and ensure that knowledge could be effectively shared and applied across different contexts.
I incorporated interactive activities into the training program that were specifically designed to facilitate knowledge sharing. These activities helped participants learn from each other’s experiences and perspectives, making the training more relevant and impactful.
THE PROCESS
Need Analysis
To kick off the project, I conducted a stakeholder meeting with CFE (Cities for Financial Empowerment) to diagnose their needs and objectives for the training program. This initial meeting was crucial for aligning the training goals with CFE’s expectations. Following this, I conducted desk research on the five participating municipal cities to understand their specific contexts and challenges. Additionally, a literature review was performed to gather relevant information and best practices in financial empowerment and emergency response.
Design
Next, I studied the CFE website to understand its brand personality, which informed the development of a style guide for the training materials. Using this style guide, I created a prototype on Google Slides, incorporating the identified design elements. The prototype included content for the training modules and interactive activities. I then collected feedback on this prototype to ensure that it met the needs of both CFE and the participating municipal governments.

Development
Based on the feedback, I developed the final slide deck, an Instructor Guide, and a Participant Guide. These materials were designed to facilitate the delivery of the training and ensure that participants had clear, actionable information.
Implementation and Evaluation
The training was implemented as a 3-hour instructor-led session. Participants provided positive feedback, particularly praising the discussions, which received an average rating of 4.78 out of 5. The feedback highlighted that the training facilitated some of the richest discussions observed in recent sessions. This success underscored the effectiveness of the training in engaging participants and addressing their needs.
FINAL PRODUCT
Description
The Learning Exchange on Financial Empowerment for Disaster Preparedness is a targeted online synchronous training program designed to equip municipal government officials and community leaders with the essential tools and strategies to integrate financial empowerment into their emergency response efforts. The final deliverables include a comprehensive training package with Training Slide Deck, Facilitator Guide, and a Participant Guide.
Results
Participants provided positive feedback, particularly praising the discussions, which received an average rating of 4.78 out of 5. The feedback highlighted that the training facilitated some of the richest discussions observed in recent sessions. This success underscored the effectiveness of the training in engaging participants and addressing their needs.
